The 5-hour figure is a battery runtime. I couldn't find whether it applies to one continuous dive or depends on how the robot is used.
I couldn't find a battery runtime for our other four underwater robots, so I can't say whether they meet the 4-hour requirement. These are AeroVironment's VideoRay Mission Specialist Pro 5, Defender and Ally, and the Mission Specialist Wraith. avinc.com +3avinc.com ↗“VideoRay Mission Specialist Pro 5 from AeroVironment”avinc.com ↗“Mission Specialist Defender is AeroVironment's seven-thruster ROV”avinc.com ↗“Mission Specialist Ally is AeroVironment's four-thruster ROV”avinc.com ↗“Mission Specialist Wraith is AeroVironment's ten-thruster compact maritime ROV”
